so the problem is that in california, they check the timing as
part of the smog check.......the so called "functional check",
along with EGR valve etc.
the timing has to be within something like 2 or 3 degrees
of the factory spec or else you fail smog (regardless of
what is actually comming out of the tail pipe)

Why not check and adjust the engine idle RPM's first, they are different for
both the MT and the AT, BEFORE you place the jumper, to check that the
computer has/will reset the timing, prior to tweeking the distributor,
again, to bring the marks into proper position? If you don't do the
procedures in the correct order, you will end up placing your timing marks
to coincide with manual specs, but your rpm's will be lowered and not high
enough for the engine to run properly. I have a 93 22-RE that runs like the
day I rode it new off the lot, because I trust the computer to adjust the
timing after I adjust the rpm's. Its late at night folks, am I saying this
the right way....is any of it making sense? Hope so. Good luck!

What is the cost of these inspections? They have been talking about it in
TX for a few years and the "jiffy lube" place says there are going to go up
significantly but does not know by how much.

they keep going up. 2 years ago it was closer to $50 but the
newer test means shops have to buy the dynanometer so the
price was more like $70....more expensive than my registration
renewal.
