i've got an 1985 toyota 4runner (22re) i'm trying to get thru
the california smog test. the problem is with the timing.
when i set to the factory spec (5 btdc) as required to
pass the smog test, i loose all power, barely enough to
roll up hill. in past years this hasn't been a problem as
i just reset the timing after passing smog. however, this
year, they want to put it on the dynamometer at the test-only
station and it doesn't have enough power to get up to the
required speed.
i have no problems with the actual emissions, just this
technicality about setting of the timing.
since the engine runs fine at 10-15btdc, my current suspicion
is that the timing mark on the harmonic-balancer is somehow
in the wrong place. one piece of evidence in favor of this is that
when i bought the truck, it was missing the power steering
pulley (belt run at an angle over the a/c pulley instead) so
someone had worked it over before.
additionally, in order to get the timing to 5, i have to twist the
distributor as far over as the bracket allows.
is there anything i can do short of grinding of the notch
and carving my own by eye? is it likely that this is the
crankshaft pulley for a different engine?

It does sound like you are following the factory manual
procedures for setting the timing correctly; i.e
jumping the check connector terminals with a piece
of wire before setting the timing.
But you don't really have to because if
you set the timing to 11-12 degrees BTDC
using your existing method, it will
accomplish the same thing.
So set to 11-12 degree and go get your
smog test. Actually you should also scrub
the throttle plate really clean first and also
change the engine oil and spark plugs.
