Well.. That's exactly what my 83 toy does... Warm air through the
defrost and feet vents, but no warm air through the dash vents, but
definetely air.. Lots of it. Just not warm.

I have R&R'd my dash ('84) 2x and it would seem to me that your problem
might be caused by the door to the cold side not closing all the way to only
allow warm air through in from the heater core.  It would seem to have
something to do with the linkage on the hot/cold switch anyway.  You might
try to see if that door is moving freely and closing/opening completely.
You could lube it with some clear silicone.  I know on mine the wire has
bent before that opens and closes the door and that prevented it from moving
correctly as well.

I'm getting mildly warm air through all the vents, including the dash, but 
not as hot as it should be. It could be a mixing problem behind the dash as 
everything under the hood has been checked. The velocity of the air 
movement is normal but not the temperature.

In my climate (Long cold winters) having the unit provide normal heated 
air, not just mildly warm, is important.

Sounds like it is the "door" between the hot and cold side.  I've never had
this problem on my Toyota, but had the same thing happen on my Honda last
week.  The Honda dash is PITA.  I replaced the stereo in the Toyota (with a
better factory model) in 5 minutes (including 2 minutes to reset the
presets).  Never could get the stereo out of the Honda.  I never could get
to the heater controls on the Honda either, even though I had the dash
apart.  Cost $150 for the dealer to trouble shoot (had to make sure the
engine warmed up - even though I told them it did) and install a new cable
for the temperature dial.

You may have nailed it. The slider that controls the cold/warm doesn't go 
all the way to the left (cold) but does go all the way to the right (hot) 
side. It may be stuck open a little.
