Short connector on firewall, use a timing light set base timingto 5
degrees BTDC...unjumper test connector...drive happy. Shorting the
connector is the most often missed step with the 22RE

You have to jumper across the E1 to T1 terminals under the hood.  This
disables the computer adjustments while adjusting the timing.  I'm stating
those off the top of my head, but when I get home (in a couple of hours)
I'll look and make sure those are right.

Did setting your timing back to 5BTDC fix your cold start problem?
I personaly run 8BTDC jumped (About 16BTDC not jumped) on my truck and found
that to be the best setting for power/gas milage.
Maybe you did not jump the right connector.? What year truck is it?

  As long as that plug is shorted, it should work. You will hear the
engine pitch change. If it doesn't, that plug may not be working. This
plug will also show you your 'check codes' so turn off the truck, short it
and turn the ignition to on but don't start the truck. If your check
engine light starts flashing codes, the plug works. If the plug works,
check your TPS. On my truck, the TPS had been bad and I'd replaced it but
someone had done some 'rewiring' in the plug that went onto it. I had to
cut a good plug off another vehicle and splice it on and now I can check
my timing accurately. Of course, in that time I installed an electric fan
and it blocks my view of the timing marks so it doesn't matter much! <G>
  When I first got the truck, I was the same way, about 20-30 degrees and
the truck sounded right.  It hardly even ran at 5degrees so I just ignored
it for a bit figuring a tooth was out or something and then I caught that
messed up plug and realized that the engine sounded different with the
plug shorted or not.

5 degrees jumped = 12 degrees not jumped. 
So anyone who is confused about the jumping procedure
can just set to 12 not jumped 

BTW - 8 / 16 is bad for engine life and long term reliability so no one
should ever use that setting unless they are
willing to accept and can afford long term consequences.

If my engine does not ping @ 8 BTDC why would it be bad?
I set my timing  according to the instruction posted by Tim Jenkins (DOA
Racing).

"Ok ready, first pull off the efi fuse for a couple of seconds, then
reinstall it. Grab some Autolite #65 plugs, and side gap them at .048. Set
the valve clearance to .011 cold. Install the factory carbed thermostat
{Pappy: it's a 180* vs. 190*). Adjust the AFM 3 teeth rich (under 5000
a.s.l.). Start the motor, let idle till you reach operating temp. Set the
timing at 16* "not short circuted," {Pappy: about the same as 8* shorted}
then take it for a putt, re check the timing, and enjoy. Leave the airbox
alone, for it's not a cause of starvation on a stocker, and don't worry
about the muffler for now. If you're going to modify the exhaust, start with
a header, and 2.5" headpipe."

A follow-up from later that day:

"... you pull the EFI fuse to start the ECU's regathering of fuel mixture
readings, because you are altering them via the AFM. The #65's are a hotter
plug, and will in this case create a more efficient burn. You WILL NOT
detonate when the timing is set 16* NOT SHORT CIRCUTED, because the end
reading when short circuted will be 8* advanced. The afm adjustment
enrichens the motor aproximately 3cc. This is necessary due to the timing
advance, which requires a proper mixture."
