I have an 81 and the flat spot on on side of the axle is normal.  The plates
that go under the axle look very different.  But, many people do a "U" bolt
flip here and eliminate tham anyway.  I have'nt hit my "U" bolts on anything
much so I'm still stock there.

Getting the front bolts out?  Well I live in Calif. where there is'nt much
rust.   Mine were a little stuck.  I just put a wrench or locking pliers on
the head, kept spraying with WD40, twisted the head, and tapped on the
threaded end until they came out.  Only took about 10 minutes per side.
Probably not near as much rust as you have.
