TOY: Carb valves?

My truck is making a noise that I thought at first was a belt squeek.  It 
only happened at higher RPMs like 3500,  but it sounds like it's coming from 
the carb.  My friend said that there is a valve in the carb that diverts the 
air and he said that it was probably cracked. Does anyone know the name and 
the location of this valve or what else it could be?    Thanks
