Check for a vacume leak, and look for any cracks in
the air intake between the AFM and the throttle body. 
The underside of the rubber 90 where it goes from the
radiator to the throttle body in the crevices of the
rubber bellows is a good place for unmetered air leaks
that will cause this.  Another possibility is an air
leak around the t-body or intake gaskets...esp if
you've had these off.  Spray some carb cleaner around
these surfaces and listen for an engine speed up to
indicate the leak.

Have you pulled efi error codes?
