TOY: '85 Toyota 4Runner -- idle irregularities

Hi Toyota list members.

I posted this question to the Toyota Moab list and hope that someone
here on the Toyota Wire list may be able to offer some help too.

My 1985 Toyota 4Runner (22RE 5-speed manual) has this intermittent
"idle irregularities" when it's stopped at an intersection.
When in neutral at a stop light / stop sign the engine will surge from
~850 RPM to around 1250 RPM.

==> What's up with that?

Oh, (the A/C on -or- off does not affect this condition)
and it will stop this "surging" after waiting at the light for a few minutes.
How weird is that?
Any ideas, tips, hints? TIA
