The truck is worth it with good interior... but with an inclinometer, that
seals the deal... Does not sound much like body work. I would just get a
new fender and hood (or used in good condition) and straighten out the front
bracket (they are not that hard to bend)
I personally would pay the 500 but definitely offer him lower first.

I found an 84 or 85 4Runner that may make a good project. It does not have
an engine, transmission, or transfer case. The interior is in good
condition (SR5 package), it even has the inclinometer on the dash. The body
is in fair condition. It was hit on the right corner and needs a hood and
right fender. The inner fender has been straightened fairly good, but needs
completed and the front piece the radiator bolts to is bent a little. I
don't know much about body work. What would it take to fix those two items.
I can put a new fender and hood on, but what would it take to fix those two
items. Also there is a little rust near the rear wheel wells (small spots,
not all the way through) and a couple of quarter size spots on the tailgate
by the rear window.
BTW. The guy is asking $500. Is this a fair price? I was thinking of
offering around $300-$400.
