TOY: No starting on 3.0 v6

Here is a good one...

I have a 88 toyota 4-runner with the v6. When it gets cold out (20 or colder), the truck will not start. It will crank and crank and crank, but no go. After it warms up (25 or more), the truck will start right up. Any ideas. It did this to me 2 years ago, but never did last winter. Now this winter it is doing it again... My thoughts where possibly water in the fuel, but you think at even 30 degress the water would still be froze??? Thought possibly the cold start sensor, but I didn't have a problem all winter until 2 weeks ago. Any ideas??? Thanks
