TOY: oil pressure

Hey,
I have a question I was hoping someone here could answer for me. I just assembled a 22re engine for my 85 4 runner. New shortblock, rebuilt head, all internal accessories are new. I was told by some people that I shouldn't start it till I developed a good amount of oil pressure. With the engine filled with oil, the coil disconnected, and the efi fuse disconnected I turned the engine with the starter. This seemed to work ok, oil went into the filter and lowered the level in the pan. I hooked up a mechinical oil pressure gauge to the sender. When I turn the engine the oil will go up to a certain point in the tube, it won't go any further and it doesn't reach the guage. So I get no reading. I tried taking the oil filter off and putting oil in the engine at that point, didn't change anything. I have talked to a few people, one technician from a toy dealer thought I should pull off the pump and pack it with grease, but when I assembled the engine I put normal engine oil !
between the pump gears. A few people tell me to just start it, but I'm not really sure what to do. Is the oil pressure normal? Have any of you ever had this problem?
thanks in advance.
bobby
