22RE should be set to 5 BTDC with the test connector shorted as far as I
recall.  22R is 0.  Have you checked the valves after the initial cam run-in? 
That was my initial rebuild problem, had 2 valves that backed way off, must
have not tightened the lock nuts properly.

I still have a bit of strange behavior, though.  Setting timing to 5BTDC, I
have to totally close the idle air screw to get the idle speed down (I'm
running a TRD Level 1 cam).  If I go any more than 5BTDC, the idle speed gets
very high and I can't slow it down.

I suspect my throttle plate adjustment it off a bit, which then puts the TPS
out of whack.  In fact I notice when I let off the gas, the idle drops down
lower than normal (maybe 700 RPM while the dash pot is closing) then once the
TPS hits the idle position, the idle speed pops back up to the normal setting,
about 800RPM.
