A couple of thoughts, Michael.
First, have you adjusted the TPS? "Hard to start when cold" and "no power
through the RPMs" sound a misadjusted TPS to me. If you haven't set the
TPS, check out Roger Brown's excellent how-to write up:

Second, you can adjust idle speed via the large set screw on the top left
side of the throttle body. No need to go crazy, either, as 1/4
adjustments should have a noticeable effect.
Next, there are a few sort of goofy sub-systems on the 22RE that can
cause problems, depending on the year of the engine. I think the most
significant of these second level culprits is the Air Control Valve (NOT
to be confused with the Air Flow Meter, or AFM). The air control valve is
sits under the lower intake manifold, and, as the name suggests, controls
additional air flow into the engine -- sort of like crude acceleration
pump. It is a very kludgy electromechanical device. If you got a post
'89(?) 22RE, then you don't have this piece. However, if you have a 22RE
from the mid 80's, then you do, and it could cause the problems you're
describing. The factory service manual explains how to adjust it.
Finally, both idle mixture and overall rich/lean performance can be
adjusted via the AFM. Before heading down that road, however, I'd make
sure that the TPS is properly adjusted and the air control valve is
operating properly.
