They are basically 2.5 gallon water fire extinguishers. One can be seen at:

They are not charged and are refillable. We are swapping them out in our
buildings for a dry chemical fire extinguisher because the water ones are
basically GREAT squirt guns and we have a problem with the kids using them for
things other than fires. One snag, most of them are out of hydrostatic test.
Legally, every 5 years, a tank must be pressure tested. We arent testing them
again because it is a waste of money since we are scrapping them anyways. This
does not mean that they would fail,they rarely fail the test. I have seen
people daisy chain these together using T nipples for their compressor setups.
These are NOT to be used for fire fighting applications anymore, but they'll
work fine up to 125 psi for an air tank. I highly recommend the use of a relief
valve on ANY onboard air setup.
They weigh 8 lbs each.  They have been shipping for around $10 each. Throw in a
buck or two for a box, and you'll be the proud owner of one.
