Well, you really have to do both, set up the throttle plate then the TPS, both
of which I did.  After double-checking all that and finding no problems, turns
out to have been two exhaust valves that were too loose, not letting the
exhaust out, which caused the low vacuum on the intake.  After setting all the
valves again, its working a lot better.  Still have a bit of a rough idle, but
I think I can work on that, now.
