Most certainly.  Been there - done that on my fiberglass CJ7.  Remove springs
and remove the center pin/bolt holding the packs together.  You can then yank
any one that you want.  I would suggest keeping the second spring in place just
to help prevent the main leaf from breaking.  Also try to keep the ones with the
clips that keep the springs from rotating.  I'm down to 3 in the front and 3 in
the back out of a 4" lift spring pack!  I still have about 2" or so of lift in
rear and 1.5" in front.  I have a Chevy 350 up front too.  I should go to some
2.5" lift springs from OME or National, but the funds aren't there right now.
