Chris the problem you run into is exactly the way you see it. The inside
of the rotor is to small to slide over the axle flange and rotor hole is
to small to fit over the bearing retainer without modification. Most
likely it is to small to fit flush with the axle flange due to the taper
on the inside as well.

I think the easiest to do is modify the rotor. While this is best done
using the correct tools to machine out the correct size hole it can also
be done with an die grinder and some patience. Granted the hole won't be
perfect but in the boonies and you just scored the last rotor in town it
could be done. But then you are looking at a really unlikely failure.
When was the last time you saw a rotor completly fail suddenly. I mean
to the point it couldn't be used to limp back to safety. No the axle on
the other hand I would leave stock becuase those can suffer catastophic
failure but even then the rotor could be transfered over to the new
shaft.
