I've never used primer with POR15.  If the metal is roachy enough it will
stick well.  I have used it on clean metal too.  With clean metal, it is
best to hit it with muriatic acid first to etch it.  The POR15 only costs
$25 per quart, but it is real thin and will spread far.  You can get it in
pint sizes.  One trick we have done with it is to paint fiberglass with it
and span it over a rusted hole.  When it dries it will be hard enough to
stick bondo too.  The trick is to spray paint primer to it when it is tacky.
That way it can be painted over.

I've never heard of Hammerite.  I'll have to look for this product and try
it out.

I've had really good luck with Hammerite on gearboxes.  It comes
in tons of colours and a few textures.  My advice - stick with
the "smooth" type, and give it a couple of coats.  It's a lot
cheaper than POR15 and (here, anyway) much easier to find.  Plus
you don't need any primer - in fact, it'll work better with a
little surface rust.  YMMV of course,
