Sorry, I'm not going to be a huge help with answers here, but I'm pretty 
sure you can't use a Dremel in place of a ridge reamer.  The ridge reamer 
allows you to remove the ridge without making the cylinder walls out of 
round.  Ring expander allows you to install new rings with diminished 
chances of breaking them.  Ring compressor squeezes rings to allow you to 
get the low-tolerance fit they need.
