Dave,
You need a special tool for that. You are correct in that it is used to provide
preload on the upper balljoint. You torque the lower ball joint, then you tork
the sleeve, then finally you torque the upper nut. Then lube everything change
the upper grease fitting for the plug and then reassemble the axle.
