Simple enough:
1) Build a tank with baffles
2) Include a slosh box
3) Get a fuel sender for it
4) Have the tank vented from the top
5) Run the vent line up (as high as practical) and then down (below the tank)
The issue about the foam: it's not that a little bit comes off and causes a
filter to clog. It could mean that you have to change filters every mile until
you get the fuel cell replaced. BTW - I've seen this happen.
