Poor Mileage Now

I just got my 85' 4Runner out of the shop from having the motor rebuilt from top to bottom. took it to have it smoged here in CA, and I was told that it is a GROSS POLLUTER. So the smog guy told me to drive it around for about 30 miles and bring it back to give it some time to break in before it will pass smog. Is this correct?

Just got in a good highway drive of about 1200 miles, and I am now only getting 12.5 - 14 miles per gallon. The check engine light came on at about 300 miles. I took it back to the shop who did the rebuild so they can retighten the the head and and adjust the valves, and they are telling me that it can be the EGR Valve, Modulator Valve, or some sensor I for got. I had a whole new exhuast system put on from the cat back. And they want me to have it smoged by there guys. any help would be appreciated.
