The only reason to torque the wheel bearing to 130ft.lbs. is to "seat" the bearings. That means - If you have replaced a race in the hub, and perhaps you didn't get it in square, or far enough, then torquing to this first value "might" fix/repair/rectifiy that condition. If you are just repacking, or adjusting the wheel bearings, there is no reason to do this. I also see this as a problem, if someone were to get in a hurry, or not read the entire procedure on how/what to do, they may really screw up their wheel bearings, and perhaps create a dangerous situation, if driven. I have a wheel bearing tool, and I have used it, but I don't see the need to torque the bearings if you do things correctly. SO, How many of you have used a spring scale on your hubs, when setting the bearings up???? AND, How many of you have either machined off the wear on the adjuster that sits against the outer bearing, or at least turned the adjuster over so the bearing sits on the "un-worn" side of the adjuster???? AND, 1 last thing, Make sure you use a factory grease seal when you replace/repack those bearings, the aftermarket seals don't come close to the quality/design of the "Mitsubishi" seals.
