Need help with my 22r carb on 88 toyota truck

Hi.....I was running my truck thru town, got on the freeway and it ran fine. Got off the freeway and it died. It started but died again. I can start it and as long as I keep the accelerator pedal down it runs.....it just will not idle. Took the carb off and had it rebuilt. Put it back on and I have the same problem.....it will not idle. Any ideas???? I have been looking at my chiltons book and suspecting the fuel cut solenoid. I had the carb place check it and they said it works. Are these normally closed?
I also looked at the circuit diagram and it says these get power from an emissions computer. Does anyone know where this is located? I did find an emmissions relay in the engine compartment. I heard it switching with just the key on? Anyone who has ideas or experience with these your info/help would be greatly appreciated.
