Clicking sound when I try to start my 89 Montero????

I got my Montero running after finding a great running 2.6 Raider with a bad 5 speed tranny on Craigslist for $300. I got mine running great and drove it about 300 miles in a week. I got home today shut it off got back in it about 20 minutes later and nothing. Lights but no noises. I figured out if I "jump" the starter it starts right up. I got my voltage meter out and checked the wire and when I turn the key it says alittle over 12 volts. I had a spare starter so I changed that with no change. I took the ignition switch off and when I turn it with a screwdriver it makes a clicking noise in the dash. So now I got it clicking but nothing else. I'm thinking its the ignition switch but I want to make sure before I pull it all the way out. Any information is much appreciated.
