Fender Flares??

Well I really didn't want to go this route but it might be the cheapest way to hide the rust without doing major body work.

On my 88 4Runner the rust is bad around the rear wheel wells and one of the rocker panels. Without replacing the whole quarter I would like to make the runner look more presentable. I was very much against the flare idea unless I could find a set that didn't stick out a mile. I would like to keep the truck looking as stock as possible.

Replacement panels are difficult to come across in the Northeast as most if not all Runners from this era have rot similar to mine.

So i am looking for suggestions from anyone who might know of a low profile fender flare. (I saw one from bushwacker that looks pretty tame)
Or even possibly a junkyard somewhere that might have some rust free replacement panels. Any and all suggestions are appreciated.
