1987 w/ 22RE engine question

So my son and his cousin are going to attempt to tear into his 22RE (no comp #1 cyl)...I believe it has a stuck valve. Both boys are pretty good mechanics, but this will be a 1st for both of them...Should I

A. Only buy a new valve and gasket and see if they can successfully get it back running again? (the motor runs pretty decent now)

OR

B. Buy an EB Head, new timing gears/chain, and go the expensive route, not knowing any of the tricks or having done it before?

Heres a pic of it....$1500 from a family member, branny new 31's, and runs pretty decent considering the dead-cylinder
