Due to wear the teeth get worn down and may be skipping a tooth on the drivers side. The gears are also open to dust and water, so they can get gummed up after years of use. Pull the regulators, clean inspect and regrease them. If you need to buy new ones JCWhitney has them for about $15-20 each.
