I think that suggesting that you can be a ASE master tech and not be able to read is a BIG stretch. I'm no scholar, but I can tell you even with 20 years in the industry, ASE tests are not easy! When certified, however, I'm not qualified to rebuild an automatic tranny, nor repair or diagnose every car/truck ever made either. Years in the field and having seen/worked on/studied/read about lots of different vehicles is what makes a quality tech.
