I had the same problem with my old car (Mercury Marquis 1985). It was NOT designed to drive 80-90 MPH as I did. I had everything cleaned, repaired and changed, but the car still overheated 80+ MPH, especially in the hot dry weather. Eventually, I was able to fix it: I installed an aftermarket 3-row radiator designed for a truck. After that, the car never overheated under any conditions.
May be, your Trooper needs larger radiator as well. Older Troopers had unusually small radiators for a truck, from my point of view.
