That's cheap. The permit is almost half that here. My friend does that and other excavation work for a living and it's about $10 to $13 thousand depending on what the soil engineer says and code the cities have. Some of the cities around here require the hole to be ready to build on.
Also adding to the cost is no dirt is allowed to go into the storm drains and the street must be washed clean. Big fine if all is not right.
