Missing vacuum line- where does this go? 2.6L '87 Raider

I'm trying to solve a high idle problem, and part of it is a missing vacuum hose. I don't know where the hose is, but there's an open nipple on this little "thing" coming off the intake manifold. See attached pic. Can someone tell me where it goes? I looked at the FSM and don't know what I'm looking at. If somebody can help me identify it in the FSM that would be cool too. Thanks!!
