Bob,
I don't think there was anything wrong with the pump. They don't go bad from sitting. There is only one way it goes on over the crankshaft flats. It either goes on and seats - or it doesn't. And - if it doesn't, you can't bolt on the oil pan. I've included some pictures of your engine build that show:
1) the crankshaft flats that drive the pump

2) the inner gear of another 3.0L pump so you can see how the pump goues onto the crankshaft
3) the pump installed on your engine - and clearly seated on the block

As for the keyway on the pulley your email said was damaged, it only serves as a reference to orient the timing mark on the pulley. The pulley is held in place by pressure from the crankshaft pulley bolt and washer. The keyway cannot hold the pressure by itself.
I suspect your mechanic was not familiar with the Mitsu engine and didn't continue cranking the engine after tightening the oil filter until pressure was evident. Perhaps when he didn't immediately see oil pressure, he thought the pump was faulty. It takes a couple of minutes after the pump is primed before you begin to see pressure on a mechanical gauge, and you'll probably never see it if you used the in-dash gauge.
All that said, it is possible that if he started the engine and THEN didn't see oil pressure within a few seconds that either the filter bypass or the pump relief valve hung open. The relief valve could have gotten sticky from 3 years of sitting.... but either of those could have been remedied without pulling and replacing the pump. A filter change would have covered the first - the second would have required dropping the oil pan and removing/cleaning/oiling the relief valve.
In any event, I'm glad you now have it running!
