(Funds ain't "dedicated", it just means it's funded ....but....)
Which means it can be spent on....*uhh....anything more pressing, insert (whatever they want) here..
Kinda like the "funded" but unfilled positions in the Portland School district, and the Highway department, and...oh he**, pick one.

Now I happen the KNOW that a solid economy runs on steady long term production, with solid transportation, affordable energy, a well trained work force, and backup when needed by government. Combined, this means a service industry opportunity and long term stable growth.
Sudden capital influx creates short term work, which when completed often leads to unemployment, service industry upsets, another recession requiring a...sudden capital influx.
But Mr. Obama actually thinks (we know this because he flatly stated this) that "ONLY government can solve the problems."
He said that, with a straight face, too.
