Was wondering if the hose that goes from the Outer Vent Control Valve to the charcoal canister on a stock setup, should be hooked up anywhere with a Weber 32/36, or just left to dangle, or just plugged off altogether? The Weber instructions don't mention anything about it. Just trying to minimize any sources of gas smell. Gets kind of old flipping the vent switch from Fresh to Recirc. every time I come to a stoplight due to gas/exhaust smell.

Vent line hose on mine just hangs down to the frame rail. That is where fresh air is sucked in to flush the gas fumes out of the cannister:

Might see if the cannister is clogged, follow the test and cleaning steps in the FSM.

On the carbureted version there are two canisters, one for the gas tank, and one for the carb. The gas tank canister feeds into the carb. canister, which will pump the gas fumes into the intake when the engine is running. With the Weber carb. though, there is no Outer Vent Control Valve to hook the hose up to, so maybe I'll just hook the hose to one of my plugged off intake ports. Anybody have any thoughts on that idea? Too much suction maybe, don't know if the OVCV regulates the amount of vacuum applied to this line or not.

Well, on a stock vehicle, the canister simply absorbs fuel fumes from the carb float bowl when the vehicle is off. The vacuum lines from both canisters are T'd into one line that goes to the manifold through a solenoid. Fuel vapor is let into the engine and burned while the engine is running, at speeds over 10 or 15 mph. Having the hose connected to the carb has never affected how my truck ran in the least, especially considering the valve was defective and not working on the rebuilt carb I had on it for a while.
