help me pass smog...

so... state of kalif lists me a GROSS POLUTTER...
so i have to go every year for a smog test. and it's a smog test ONLY place.
on the dyno at 15mph, my HC number is 152. max is around 118. norm is around in the 30's...
recently did a completely tune up. plugs, wires, cap and rotor.
guess what? retest and the friggin thing went up 2 points?!?
what else is there?
it's been a while since i've swapped out the cat converter and the muffler.
help...
