BLM has released a national handbook outlining their Special Recreation Permit process. If you apply for a permit for a permit for an activity on BLM managed public lands, this is the guide every field office in the nation uses as the reference. BLM has done a reasonable job of provide one document that addresses many questions faced by an applicant.
